Chandigarh: With 76 manifesto commitments claimed to have been fulfilled in two years, Haryana chief minister Nayab Singh Saini ’s report card is also shaping up as the BJP’s political pitch for the 2027 Punjab assembly elections . The party hopes to challenge the Aam Aadmi Party (AAP) by projecting Haryana as a model of governance and delivery.

The anniversary is significant on two fronts: Saini must defend the BJP govt’s record in Haryana while helping the party expand its political appeal in neighbouring Punjab . By highlighting welfare delivery, farmers’ interests, employment and investment, the chief minister is seeking to counter the opposition at home and strengthen the BJP’s campaign narrative across the state border.

Saini has sharpened his attack on the Bhagwant Mann govt, questioning AAP’s fulfilment of pre-poll promises and making the drug menace a key point of criticism. Expressing confidence in the BJP’s prospects in Punjab, he ruled out an alliance with the Shiromani Akali Dal.

For the BJP, the strategy is to turn Haryana’s governance record into an electoral argument in Punjab, where it is seeking to broaden its base. Saini’s role could be crucial in this effort as he positions himself as a defender of the BJP’s performance and a critic of AAP’s record on jobs, drugs and delivery of promises.

In Haryana, the 76 commitments cited by Saini form the centre piece of the govt’s two-year assessment. The claim is intended to demonstrate that the BJP has delivered on its electoral assurances, though the status of pending and partially implemented promises will be important in assessing the govt’s overall performance.

Investment and employment are other key planks. Saini has highlighted investment understandings reportedly worth around Rs 4,000 crore following his visit to Sweden and another Rs 5,500 crore linked to his Singapore visit. However, the govt’s economic pitch will ultimately be tested by how much investment materialises and how many jobs are created.

Law and order remains a potential weak point. While Saini has maintained a zero-tolerance approach towards crime, figures presented before the assembly showed an increase in reported extortion incidents.

The two-year milestone, therefore, carries implications beyond a routine govt report card. Saini is seeking to consolidate the BJP’s position in Haryana through a performance-based narrative while helping the party build its case against AAP in Punjab. Whether this translates into electoral gains will depend on the credibility of the govt’s delivery claims and the BJP’s ability to turn its Haryana experience into a persuasive proposition for Punjab’s voters.
